PURPOSE OF 


  1. The purpose of this consultation is to ascertain public views on the proposal submitted by Newmilns Regeneration Association purchase the Newmilns  Townhouse through Community Asset Transfer Process.



BACKGROUND


COMMUNITY EMPOWERMENT ACT PART 8


2.  The application for disposal of this property has to meet criteria set out in Part 8 of the Community Empowerment Act as the Newmilns Townhouse falls onto the Common Good register. Common Good is a type of property that local authorities may have, which has been passed down by former burgh councils. It often has strong historical and emotional value to local communities, as well as its practical use and financial value. The Act places a statutory duty on local authorities to publish their proposals and consult community bodies before disposing of or changing the use of common good assets.


NEWMILNS TOWNHOUSE


3.  The Newmilns Townhouse is located at 48-50 Main Street, Newmilns. The Townhouses core structure is indicated as being erected in around 1547 given the inscription on the town bell. Originally the building serves as a Tolbooth with the upper floor housing Council Chambers. 


NEWMILNS REGENERATION ASSOCIATION


4.  Constituted in 2014, Newmilns Regeneration Association (NRA) is an East Ayrshire based charity. The NRA works with residents, businesses, and groups of Newmilns and Greenholm, to work towards the second Newmilns and Greenholm Community Action Plan. 


The organisation's main purposes are:


  1. To promote the prevention or relief of poverty for the benefit of Newmilns and Greenholm 
  2. Promote and work towards the advancement of citizenship or community development for the benefit of Newmilns and Greenholm 
  3. To advance arts, heritage and culture
  4. Promote the provision of recreational facilities and organise recreational activities with the object of improving the conditions of life for the persons for whom the facilities or activities are primarily intended.


The charity have, to date, completed a wide range of projects aimed at benefitting the community of Newmilns including; establishing the Newmilns Lottery; refurbishing the former Post Office building; establishing the Newmilns Food Festival. PROJECT


6.  The organisation seek to purchase the Townhouse to undertake works to refurbish the exterior and interior to a usable state. The proposed project will ensure techniques and materials are used which will be sympathetic to the Townhouse’s current historical aesthetic. On completion the organisation will look to encourage use of the building which reflects the NRAs previously stated charitable purposes.


SUMMARY


7.  Newmilns Regeneration Association have worked extremely hard to pursue community ownership of this site. This proposal seeks to purchase the facility, which will allow the organisation to attain the funding required for the project listed above.

In accordance with Act 8 of the Community Empowerment Act the consultation will last for a period of 8 weeks from 12th August 2024 – 7th October 2024. All representations will be published along with a final response to the representation.

 

The representation will then form part of the information provided to the Sheriff Court in considering the extension of this lease. Anyone who has made a representation through the process will be notified of the outcome of the project.

Newmilns Regeneration Association are delighted to release £3,224 from the seventh round of funding from Newmilns Lottery Community Fund. This is our biggest release of funds yet. We are delighted to announce the successful applicants for the 7th round of the Newmilns Lotto Community Fund, totalling an amazing £3,224 !! A big thanks to everyone who participates in the Newmilns Lotto, without whom this would not have been possible The following Newmilns groups have been successful in their applications and have been awarded the amounts detailed below: **£490 - Gilfoot Tara Action Group toward the cost of G in the Park activities **£490 - Townhead Tara Action Group toward Spooktacular Pumpkin Trail Halloween Event **£330 - Newmilns Primary and ECC Parent Council towards a used tyre play garden at the school **£160 - Newmilns Gala towards overhead costs for fundraising event. **£490 - 16th Ayrshire Scout Group (Newmilns) towards Summer camp costs at Lapwing Lodge Outdoor Centre **£160 - Newmilns Brownies & Rainbows towards end of term treat ice cream van and party **£350 - Newmilns Regeneration Association towards balloon modeller & face painter Xmas Fayre/Grotto **£140 - Newmilns & Greenholm Community Council towards hire of a piper to lead Remembrance Day parade **£124 - Newmilns & Greenholm Community Council towards landscaping & fenceposts at Welcome Garden & Wildlife site entrance **£490 - Newmilns & Greenholm AFC towards rain jackets for the football team All applicants were successful and grants totalling £3,224 were awarded.  Thank you to everyone involved in the decision panel, and of course to our Lotto manager Bob Astill who reconciles the payments and carries out the monthly draws. Thanks to our monthly sponsors too, which allows the costs of running the lotto to be covered (bank charges etc) while not affecting the winnings or the Community Fund. Applications are now invited from Newmilns groups to apply for part of, or the whole of this fund. Funds must be used for projects or improvements to benefit people living in Newmilns & Greenholm. The successful applicants will be notified by 4th June 2025. The final decisions on the allocation of funds will be made by the Newmilns Lottery sub-group, and successful applicants will be notified by the end of January. This would not have been possible without the people who participate in the Newmilns Lottery every month, where half of the money raised goes directly to the Community Fund and the other half to prize money. The Process Newmilns Regeneration Association have been working behind the scenes with local artists Frank and Mandy Carty of Artisan Artworks to come up with a proposal for murals which depict the history of Newmilns. We have drawn up a Community Consultation in order to get the views of the residents of Newmilns and would really appreciate your input to our Survey, link at the bottom of the page. This consultation will also be displayed on the Community Notice Boards. We will also be displaying the proposals at the Newmilns Christmas Fayre on Saturday 30th November in the Morton Hall (paper copies of the surveys will also be available here to complete). Artisan Artworks also plan to visit Newmilns Primary School to present and explain the proposals to the children. The survey will run from Sunday 24th November until Sunday 22nd December 2024. The Benefits The aim is to boost footfall to the town, which will, in turn, support the local economy. Across Scotland, mural trails attract tourists from around the globe, and we plan to integrate the Newmilns murals into these broader trails. Frank and Mandy Carty are involved in the Glasgow Mural Trail, a portfolio of 31 murals in the city centre and you can read more about it here Glasgow Mural Trail Additionally, the murals will feature in our Heritage App, currently under development by our Heritage Group, to further enhance their accessibility and appeal. By encouraging visitors to slow down and appreciate their surroundings, we hope they’ll take time to enjoy the art and its connection to the local area and it's rich history in lace weaving. Since the murals are outdoors, they provide an inclusive experience for everyone to enjoy whenever it suits them. We also want to spark thought-provoking conversations through the stories and themes portrayed in the artwork. The Locations It is proposed to site each of the murals on two gable end walls - one facing east and the other facing west. Two potential sites have been identified for the murals, and discussions have already taken place with the owners of both properties, who have indicated their willingness to take part in the project. Site 1 Property adjacent to Lady Flora's at 133 Main Street - currently a private residence and prior to this was the factory of W.W. Wales Ltd, Butcher. Site 2 The Loudoun Arms, gable wall at Castle Street. This is a Category B-listed building, built during the 18th century with links to the Covenanters and Rabbie Burns.
